CEC signed a cooperation agreement with IEKA, on financing and expenditures during the electoral campaign.
Today, Central Election Commission signed a cooperation agreement with the Institute of Authorized Accounting Experts (IEKA) to monitor financing and expenditures of political parties during the electoral campaign.
This agreement was signed by the Chairman of CEC, Klement Zguri and Chairman of the Steering Committee (IEKA), Mr. Hysen Çela.
The Chairman of Central Election Commission, Mr. Zguri pointed out the importance of cooperation between the CEC and IEKA to ensure efficient monitoring of political parties financing and expenditures they make during the electoral campaign. Mr. Zguri said that, “The changes made by the Albanian Assembly to the law on political parties, have put the Central Election Commission ahead of a real challenge due to the limited time it has available to bring it all necessary legal acts as well as to take all appropriate measures to overseeing the financing and expenditures of political parties during the electoral campaign. Since this aspect of the electoral process is of particular importance, the CEC in cooperation with IEKA will maximally engage in monitoring of the financing of political parties and their expenditures by legal IEKA auditors, to meet legal requirements and to ensure transparency.
Furthermore, the Chairman of IEKA Steering Committee, Mr. Hysen Çela expressed the maximum engagement of the institution he leads, to provide consultancy on the definition of rules to be followed by auditors, training of political party financiers and all actors involved in this process, as well as overseeing of monitoring process by experts. Mr. Çela said that all the issues that will be identified in the monitoring reports will serve to further improve the legal framework.
The CEC and IEKA will undertake to jointly review the mutual requirements and proposals, in order to provide more efficient monitoring and overseeing of the funding and expenditures of the election campaign.
